About Our HOA

It all began in 1968 with a fellow named Ruel Chapman(1915-1994), a logger, land developer and namesake for Chapman Road that runs through our HOA.  The first(1969) designated area was the Mercer Lake Estates off Mercer Lake Rd.  Added a year later and up the hill off Collard Lake Rd sprung the development, called Mercer Lake Heights which was soon to be followed by the adjacent expansion of Mercer Lake Heights - First Addition.  In 1979, the final expansion of the HOA went eastward along View Rd and Ocean View Lane to become the Mercer Lake Heights - Second Addition.  All this together makes up what we now just call Mercer Lake Estates Homeowners Association. We have a beautiful HOA recreation area and the Board wants to properly maintain this asset which in turn benefits the value of all HOA members’ property and  the Board is doing our best to be good stewards of our HOA.  To buy property in this community, you should be an outdoors oriented person.  The HOA Common area is comprised of valuable 0.20 acres of shoreline property.  In addition, we own a dock that magnifies the recreation opportunities.  This dock was built by members in the late 1960s and continues to be a huge source of enjoyment.  Mercer Lake is 650 acres in size with a shoreline of 15 miles.  The Common area has a private boat ramp with a dedicated 25 feet of dock space for launching and loading.  Lane County has a fee use public boat ramp on Mercer Lake, but without a dock.  A kayak storage hut makes it convenient for members.  Other features of our HOA recreation Common area are:  a paved parking area, a picnic area with tables, a port-a-potty, gas BBQ grill and a large fire ring for warming up and toasting marsh-mellows.

In our HOA there are 64 owners and 84 Lane County HOA member tax lots.  Your annual dues assessment is based upon the number of lots you own multiplied by the current annual dues rate ($250).  Voting rights for making amendments to our CC&Rs and Bylaws are based upon the number of taxable lots(Lane County Records) that you own; each tax lot you have equals one vote.  Delinquency in paying annual dues assessments results in forfeiting your access to our HOA Common area at Otter Cove, loss of HOA voting privileges, and potentially a property lien filed with the Lane County Recorder's Office until full payment is received.
